It appears that Revit will set the "Hide at scales coarser than" to the scale of the view when you create the section. If your view scale is 1:100 when cut, it will be set to 1:100. Sections 'default' to the scale of the view where the sections are created e.g. if you place the section in a 1:200 view the hide at scale will be set to 1:200, place in a 1:5000 view and it will be set at 1:5000.
